Given the lack of agreement to a potential constitutional amendment at a meeting with four parliamentary caucuses on Monday afternoon, President Andrzej Duda suggested a modification to his original draft law on the National Judicial Council (KRS).


According to the president's amended proposal, if the Sejm (lower house) fails to elect KRS members by a three-fifths majority, in the next stage every MP would be able to vote for one candidate only.


In his original draft, if a three-fifths majority was not secured, the president would choose KRS members himself. However, this would require an amendment to Poland's constitution, which apparently seemed unlikely given the objections voiced by some parliamentarians.


"The three-fifths will be the principle, the basic mode. If KRS judges cannot be elected this way by the set deadline, the second mode would kick in, that is every MP would have a single vote", the president explained after a meeting with the parliamentarians.


This would ensure "a multi-party election of KRS members", according to President Duda. "This proposal will be ultimately included in my draft amendment to the KRS law", he declared. (PAP)
