Prof. Jerzy Regulski (1924-2015)

Born in 1924, a co-founder, and president of the Council of Founders of the Foundation in Support of Local Democracy (since 1989). Professor of High Schools of Public Administration in Białystok and Szczecin.

 

At the occupation period, he was a second lieutenant of the National Armed Forces. A member of the Management Board of the Society of Brotherly Aid of the Warsaw University of Technology Students (1945). A political prisoner between 1945 and 1946.

 

A graduate of the Faculty of Civil Engineering of the Warsaw University of Technology (1947), he obtained the degree of doctor and doctor habilitatus at the Faculty of Architecture of the Warsaw University of Technology (1963 and 1969). Associate professor of technological sciences (1974) and full professor of economic sciences (1983). Between 1948 and 1958 he was, among others, the Chief Engineer of the construction of Młynów settlement in Warsaw, from 1958 to 1974 he worked at the Committee and later at the Institute of Urban Planning and Architecture (recently deputy director for studies), between 1975 and 1989 he was professor of the University of Łódź and between 1981 and 1992 of the Polish Academy of Sciences.

 

An initiator and organizer of research on the reconstruction of local self-government (1981 – 1988); a member of the Seminar Experience and Future (1978 – 1982 and 2007), a member of the Citizens' Committee beside Lech Wałęsa (1988-1990), co-chairman of the group on local self-government during the Round Table conference (1989), senator (1989-1991), plenipotentiary of the government for local self-government reform (1989-1991), ambassador, permanent representative of the Republic of Poland at the Council of Europe (1992-1997), chairman of the Council for Systemic Reforms of the State (1998-1999), a member of the National Council of European Integration (2000-2004), a member of many councils and committees.

 

Guest lectures at 81 foreign universities. An expert of the World Bank and other international organizations. He participated in the works on local self-government reforms of many Southern and Eastern European and Central Asian countries.

 

Author of numerous publications, among others books: A Practical Guide to Building Local Government. The Polish Experience, Budapest 2010; The Road to Local Self-Government. From the first Concepts to the Senate Initiative (1981-1989), (with M. Kulesza) Warsaw 2009; Reforming the State. My Experiences., Warsaw-Szczecin 2007; Self-Governing Poland, Warsaw 2005; Local Government Reform in Poland: An Insider’s Story, Budapest 2003; Local Self-Government of the 3rd Republic of Poland. Concepts and Performance, Warsaw 2000.

 

Honorary doctorate of the University of Łódź and the University of Roskilde (Denmark). Honoured with the Great Cross of the Order of Polonia Restituta. Honorary citizen of the cities of Jelenia Góra and Podkowa Leśnia and the commune of Marklowice, awarded with many national and foreign awards.
