Stanisław Koziej - Secretary of State, Head of the National Security Bureau

 

Stanisław Koziej was born in 1943 in Glinnik near Lublin.

 

He has graduated from the Mechanised Forces Military Academy in Wrocław (1965) and Academy of the General Staff of the Polish Army in Warsaw (1973). He also completed several courses abroad, including Armed Forces Academy in the SSSR (Moscow, 1973), NATO-SHAPE (Oberamergau, 1999), the National Institute for Defence Studies (Paris, 2000) and Defence Academy (Rome, 2001).
 
Stanisław Koziej has been specialising in the policy and strategy of international and national security (including defences), as well as security strategic management. Within this subject matter he gives lectures on the University of Warsaw, Jagiellonian University, University of Lodz and Warsaw School of Economics and Diplomatic Academy.

He was co-originator of the Polish Defence Doctrine in the conditions of strategic autonomy during the 90s and the main author of „The Plan of Defending the Republic of Poland”. Initiating and co-originating the Advanced Defence Courses for the Members of the Parliament and senior management officers in the civil service, he also organised and coordinated the national strategic planning and rebuilding the system of state’s defence. Stanislaw Koziej is also the main author of “Defence Strategy of the Republic of Poland within the conditions of NATO membership and Political and Strategic Defences Doctrine”.
 
As an expert in the army, defence, international and national security as well as security management and crisis management, he wrote several textbooks and studies, including:
  • Introductory study on Poland’s defence at the beginning of 21st century (1990)
  • Doctrine of the Republic of Poland defences (1992)
  • Theory of the Art of War (1993)
  • Thesis and comments to the studies on Poland’s security and defences strategy (1998)
  • Contemporary issues within the national and international security (2003)
  • Strategic problems concerning global and Euro Atlantic security (2005)
  • Between hell and heaven. Grey security at the beginning of 21st century (2006)
 
He also participated in several joint works, including:
  • Defence sufficiency (1996)
  • Security strategic management (2006)
  • Security in transatlantic conditions (2008)
  • Contemporary world’s views on the use of the armed force. Dilemmas of the law and policy (2009)
  • Polish interest in the new NATO strategic concept (2009)
Retired General-Brigadier professor Koziej is married with two children – daughter Anna and son Andrzej.
 
Career:
  • He was serving as a commander and staff officer in:
       - 49 Mechanised Regiment in Walcz,
       - 15 Mechanised Division in Olsztyn,
       - Command Headquarters of the Silesian Military Region in Wroclaw,
       - General Staff of the Polish Army.
  • For several years S. Koziej has been lecturer and scholar in the Academy of General Staff of Polish Army as the head of doctoral studies, deputy head and head of a department and dean of a department.
  • 1993-1994 – deputy department director in the National Security Bureau (being employed in the NSB he was promoted to the general by President Lech Walesa in 1993)
  • 1994-2001 – deputy director and later director of the Department of Defence System in the Ministry of National Defence
  • 1996-1997 – head of Polish mission to Neutral Nations Supervisory Committee (NNSC) in Korea (Panmunjom)
  • 1997-1998 – deputy Head of Mission to OSCE in Georgia (Tbilisi)
  • 1999-2001 – first Polish representative in NATO nuclear policy and strategy
  • 2005-2006 – Undersecretary of the State in the Ministry of National Defence
  • 2007 – advisor to Ombudsman
  • 2008 – advisor to the Minister of National Defence
  • 13 April 2010 – appointed Head of the National Security Bureau by the Speaker of the Sejm Bronisław Komorowski acting the president of the Republic of Poland.
