Tadeusz Wrona - Advisor to the President

Born on March 26th, 1951 in Szczecin.


Graduate of Częstochowa University of Technology with the title of “doktor nauk technicznych" (Doctor of Technical Sciences).

Research worker at Częstochowa University of Technology.

Graduate of Local Government and Development Postgraduate Studies at the Faculty of Law and Administration at the University of Warsaw.

He served internships in the fields of administration and management in local government, the functioning of municipal utility services and town development strategies in France and the USA.

In 1980 he was one of the founders of the NSZZ “Solidarność” ("Solidarity" Independent Self-governing Trade Union) at Częstochowa University of Technology, and then a member of the underground movement structures until 1989. During martial law, he was an internee of the Special Military Camp in Rawicz. In 1989-1990 – member of the Presidium of Częstochowa Citizens’ Committee. Delegate for the 2nd and 3rd National Congress of Delegates of NSZZ “Solidarność”.


The first Mayor of Częstochowa (1990-1995) selected by the local government in the free election. Co-founder of the Association of Polish Cities – Secretary (1991-1995), and from 2003 – Vice-President of the Association. Founder (in 1993) and Chairman of the Liga Miejska (Municipal League) association in Częstochowa and the Liga Krajowa (National League) association.


In 1997-2001 – Deputy to the Sejm of the Republic of Poland, Vice-Chairman of the Local Government and Regional Policy Committee, Vice-Chairman of the Assembly of Deputies of the Polish Sejm and the Lithuanian Seimas and Chairman of the Polish-Lithuanian Parliamentary Group.

Re-elected in the direct election as the Mayor of the City of Częstochowa – he held the post from 2002 to 2009.

In 1992-1995 and 2003-2007 – member of the Congress of Local and Regional Authorities of the Council of Europe in Strasbourg. In 2008-2009 – member of the Committee of the Regions in Brussels. In 2003-2005 – Chairman, and in 2006-2009 – Vice-Chairman of the Association of Towns Awarded the Europe Prize.

Co-chairman of the Team for Public Administration and Safety of Citizens at the Government and Local Government Joint Committee.


Decorations he received include: Officer’s Cross of the Order of Polonia Restituta, Gold Medal for Merit for the Defence of the Country, Commission of National Education Medal, Platinum Laurel of Skills and Competence in the field of local government.
