Prof. Paweł Swianiewicz

Born in 1961 in Warsaw, he is a professor of the University of Warsaw, the head of the Department of Development and Local Policy at the Faculty of Geography and Regional Studies (since 2004).

Between 1980 and 1985, he was a student of University of Warsaw, an activist of the student self-government and the Independent Student Association. An M.A. of geography (1985) and doctor of geography (1989) at the University of Warsaw, doctor habilitatus in the field of economic sciences at the Poznań University of Economics (1998). Since 1988, his research focuses on the issues connected with the operation of the local self-government: local finances, local politics mechanisms and local and regional economic policy.


In 1990, he was a British Council Scholar at the University of Bristol and between 1992 and 1993 he was a Fulbright Program Scholar at the University of Chicago. Between 1995 and 2001 he was the director of the Program for Support of Local Self-Governments of a British Know-How Fund in Poland (for this work he received an Order of the British Empire in 2002), and between 1998 and 2002 he was a professor at the Institute of Economics of the Catholic University of Lublin. He has worked as an expert of the Council of Europe, the British Department for International Development, the World Bank, and UNDP in Central and Eastern Europe and Asia.


Between 2005 and 2010, he was the Chairman of the Management Board of the European Urban Research Association. Since 2006, he has been a member of the Steering Committee of the LGI Open Society Institute Program, which supports decentralization processes in Central, and Eastern Europe and Central Asia. He is an author or editor of 24 books and over 100 articles (mainly in Polish and English) devoted to issues of decentralization and the functioning of local self-government.
